The Nirmal Town is Revenue Divisional Headquarter in Nirmal District. Historically it is popular for its Handicrafts and Paintings in Telanangana State. The Nirmal Municipality established in the year 1952, with a population of 10,000. and finally upgraded to Grade-2 Municipality. The Nirmal Municipality is spread over to an extent of 14.25 Sq.kms. with a population of 88205 as per 2011 census, and the population at present is approximately 1,00,000.There are 33 no. of notified slums and 3 no. of non-notified slums existing in the town with a slum population of 34400 which comes 39% of the total population of the city .Migration of rural people to city has been increasing day-by-day due to non-availability of agricultural operations in rural areas, due to prevalence of the drought conditions etc. There are 36 Election wards and 8 revenue wards in the town .

facilities to slum areas i.e., C.C. Roads, Drains, Community toilets, Community Halls, Parks, and Street lighting in slum areas of Nirmal Town.
Planning Process : –
As per the guidelines issued, the Technical Working Group has been constituted for formulation of project proposals duly following the processes prescribed. The draft 5 year plan proposals prepared by Technical Working Group has been placed before the council and after approval, the Annual Development Plan has been formulated duly following the planning process as per the guidelines. After finalization of the 5 year plan, a consultative workshop was conducted for preparation of Annual Development Plan. The draft proposals have been circulated to all the stake holders in advance and a meeting is convened and explained in detail of the 5 year plan to the participants of the workshop, which was attended by Hon’ble chairperson and ward members. The views expressed in the workshop by the participants are taken into consideration by the Technical Working Group and finalized the draft Annual Development Plan. The same was placed before the council and got it approved.
Objectives: The 5 year plan is proposed to meet the objectives, a. Provision of sullage drains and outfall drains, (b) .Improvement of storm water drainage system service by improving coverage of storm water drainage network in order to eliminate the incidents of water logging and flooding (c). Protection of Open spaces by construction of compound wall, (d) Protection of tanks covering strengthening of bunds and green around tanks, integrated solid waste management under PPP mode for construction of slaughter house.
The 5 year plan proposals and year wise plans are prepared as per the year wise allocations arrived for Nirmal Municipality based on year wise state allocations arrived by the state government per capita basis duly taking into consideration of 2001 census population. The five year plan proposals and year wise plans are prepared as per the year wise allocations arrived for Nirmal town are prepared. The abstract of Annual Development plans year wise are enclosed in annexure-II. Total 21 no. of proposals with an estimated cost of Rs. 7.89 Crores are proposed in five year plan. The Annual Development Plan for 2010-11 is prepared with 2 no. of proposals with an estimated cost of Rs. 69.96 Lakhs.
The Outcome of the 5 year plan proposed achievements are (a) All required sullage drains are provided in the town, thereby improved the sanitary conditions and improvement of health, (b) Improved coverage of sewerage network services, (c) No incidents of water lagging or flooding, (d) Valuable municipal properties i.e. open spaces are protected, (e)To cater the needs and entertainment by taking up development of parks, strengthening of bunds ,green belt around tanks for improvement of health etc.

Nirmal town is 12 KM away from Sri Ramsagar project Dam and 23 kms away from Swarna Project .These projects are providing water for surrounding areas of Nirmal town. Thereby surplus agriculture production have been generated.
Nirmal town is internationally famous for handicrafts and paintings. The handicrafts are made of poniki wood. Even some handicrafts are exported to foreign countries. The thick forest with the hills of the district is source of employment to the craftsmen of the Town. Most of the woman are dependent on beedi industry for their livelihood.
N.H.7 passes through the Nirmal town and a lot of business is developed along the road. N.H. No.222 is also passing through Nirmal town.
The population of Nirmal municipality is 88205 as per 2011 census. The SC,ST and woman population in Nirmal town is 4889,829 and 37890 respectively as per 2001 census.
The 1st Municipal Council elections were held in the year 1952 and last Municipal Ordinary elections held in September, 2005 with 36 wards. The term of municipal council expires on 28 september,2010. The 4th Ordinary Elections to Municipal Council Nirmal with 36 wards held in March 2014.
Nirmal is a revenue divisional head quarter. It is main commercial center for region covering about 55 villages in the surroundings. These villages depend on Nirmal town for marketing their Agricultural products and for procuring their consumer needs. Lands around Nirmal town are fertile. The soils in the region are black cotton and red soil suitable for grain, cotton, and pulses produce. There are Cotton and pressing Mills present in the town

The excess water of one tank will flow into other tank where there is deficiency. These tanks are interconnected. It is providing adequate water for cultivation in the Nirmal Town and surrounding areas of Nirmal Town. Nirmal is main trade center in Adilabad District. The Cotton Market and the cattle fair are being held and attended by about ten Thousand people from some parts of the Adilabad District. And the town serves as a retail as well as wholesale market for all consumer needs. There is an agricultural market yard with all facilities with in the municipal limits of the town. The APSRTC is operating its Bus Services to Hyderabad, Nizamabad, Nanded, Adilabad etc., daily from Nirmal.
Nirmal town is an important trade center occupying an unique position in the entire region, Rice, Cotton, turmeric, Chili, Jawar and pulses are produced in the region an agricultural Market yard with all facilities are located with in the municipal limits of the town. The town is important trading centre there are about 1500 Shops dealing with various commodities. There are 7 Banks to promote trading in the town. Much of the trade is concentrated on main roads of the town.
There are 4 cinema theatres in the town for entertainment and attract the people from 40km distance.
Around 15% to 20% people are dependent on Agriculture. Around 10% head of the households are Government employees. 20% to 25% people are dependent on Business. Only a few people are associated with industries. Rest of the people do petty business and work as labour for their daily needs. However, Most of the women are dependent on beedi industry for their livelihood.
